Relative Note for 8363hz-based Systems

Back in Ye Olden Days of Protracker on Amiga, everything had to run at the interrupt rate of the Paula chip - this was 8363hz for NTSC machines. The historical practice continued with the XM and S3M file formats (among others), which is confusing when dealing with 22khz / 32khz / etc samples of modern times.

Everything works OK loading samples in if your notes are C4, but if not, you're sunk trying to find the correct Rel. Note and Offset. Until now, that is!
